Which roads does the Toll system cover?
The toll system in Bulgaria covers all first-class roads from the national road network. From July 1, 2022, second-class roads in the country will also join the network of paid sections for heavy goods traffic, and the amount of toll fees for motorways and first-class roads will be increased by two steps. As before, the toll system charges vehicles for using the paid sections of the republican road network based on the distance traveled.

A toll fee is paid by any vehicle with a total technically permissible maximum mass of more than 3.5 tons. These are:
Road vehicles intended for the carriage of passengers, with general technical permissible maximum mass over 3.5 t
- Buses with 2 axles
- Buses with 3 axles
- Buses with 4 or more axles
Road vehicles intended for the carriage of goods with two or more axles with a total technically permissible maximum mass of more than 3.5 tons:
- Truck over 3.5 t. - up to 12 t.
- Truck over 12 t. with 2 or 3 axels
- Truck over 12 t. with 4 or more axels
Cars and cars with a trailer/caravan - do not pay Toll, but a Category 3 electronic vignette. It is quickly and easily purchased electronically. How to do this and what the prices are you can see here.
It is important when you declare your vehicle details that you are declaring the total number of axles it has and you must state the number of axles of the towing vehicle plus those of the towed vehicle. In the case of a road vehicle having axles of the "buggy" type, i.e. with the possibility of lifting above the road surface, the total number of axles of the road vehicle is declared, regardless of whether the axles are raised above the road surface or are in contact with it during the specific passage on the toll road network.

Contact UsWhat are the ways to pay Toll fees?
To calculate the distance traveled and pay the toll tax for the kilometers traveled, you can choose three different ways. It is important to know in advance that for two of them this is done through a preliminary contract with a National Service Provider company that receives raw data from the Declared Data Providers. Locator BG is exactly like that. This gives us the right to send data from the installed GPS or from on-board devices to the API and based on the kilometers traveled, the API charges the toll fee due.
This is how you can join the toll system and pay your toll fee:
Via GPS
If you choose to use a GPS device to record the distance traveled, we will provide you with a full fleet management and control service through the Locator BG platform and automatic submission of the data on the kilometers traveled to the API Toll system.
Via e-vignette
If the vehicle you use is a car, then you should consider purchasing an electronic vignette. Depending on the term, it can be annual, quarterly, monthly, weekly and weekend. Each vignette is valid from the day indicated as the starting date when paying for them.
Via route map
If you travel infrequently and can plan your routes in advance, a route map is right for you. It is considered a prepaid service - you pay once for a pre-requested route. It is valid for 24 hours from the moment of its activation and can be purchased up to 7 days in advance by registered users or two days in advance by non-registered users.
Via On Board Unit (OBU)
The on-board unit is equipment intended only for sending data to the Toll system. It generates the so-called toll declarations, necessary for calculating the toll due. If you choose this reporting option, you can request an on-board device from Locator BG and we will send it to you immediately by courier. The device does not require assembly.

What is required to be included in the Toll system?
If you travel often or your car fleet does not stand on logs, but works for you, it is most logical and efficient to choose to report the distance traveled on the paid road network using a GPS tracker or on-board device. The information you will need to provide us with includes:
- what is your chosen equipment;
- data about the company/private person;
- data about your fleet including data on:
- registration number;
- vehicle Category - Truck/Bus;
- vehicle Weight;
- number of axes;
- EURO emission class.
When the registration is completed, the final step for your inclusion in the Toll system is the signing of a bilateral agreement on the automatic reporting of data for the Toll system.
How is control carried out?
To begin with, the control of the Toll system is effective. It is not easily bypassed, and Locator BG will help you not to think about it constantly. We will do this for you and remind you periodically as part of the service we provide.
If your GPS tracker or on-board device malfunctions and does not transmit real-time data, or there is some other reason why it is not turned on while on the road, the API electronic system will report this violation. The mobile toll control will send a signal to the driver and according to the legal requirements, he will be obliged to stop. Locator BG has a solution that notifies you immediately about the problem and will save you from paying the so-called compensation fee
In order to avoid the possibility that the control will catch you unprepared, Locator BG assumes the responsibility of notifying you in a timely manner, in the most convenient way for you, which you specify yourself - by e-mail and/or SMS:
- in the absence of data from GPS equipment at the 20th minute from the stop of data transmission;
- when included in the "white list" of API for authorized travel on the paid road network with automatic calculation of fees;
- when excluded from a list of permission to travel on the toll road network with automatic toll calculation;
- on decreasing guaranteed payment account balance;
- on final depletion of the guaranteed payment account.
These services are part of the contract and are not subject to additional payment. Their goal is to protect you from additional costs, not to generate new ones for you!
What happens if I drive without paying the toll?
Driving on the paid road network without paying the toll is a risk that we do not advise you to take. Its consequences will weigh on you both financially and in terms of the time you will devote to dealing with them.
If this happens, the control authorities offer to pay a so-called compensatory fee, which can be done on the spot with a bank card through a POS terminal. Paying it allows the offender to avoid an administrative penalty for the specific violation, but regardless of the distance traveled, according to the law you will have to pay a maximum fee.

What is important to know in advance:

- The payment of a compensatory fee is voluntary and not mandatory, but the fine imposed for the violation will subsequently be higher than it.
- There is no special procedure for appealing a paid compensatory fee before a court, but if you believe that it was not due or was paid unjustifiably, we will help you submit a request for reimbursement to the National Toll Office at the API.
